Germany initiates specialized employment programme for nurses from India

Germany has initiated a specialized employment programme targeted at addressing the shortage of skilled nursing staff, particularly from India. This initiative, known as the Triple Win Programme, was launched in 2013 through a collaboration between the German Federal Employment Agency’s International Placement Services (ZAV) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The primary goal is to facilitate the migration of qualified nurses from partner countries, including India (with a specific focus on Kerala), Indonesia, the Philippines, Bosnia and Herzegovina, and Tunisia, to work in Germany.

As of now, Germany is grappling with a significant shortfall in qualified nursing professionals, and it is estimated that an additional 500,000 nurses will be required by 2030. The Triple Win Programme acts as a strategic response to this challenge, aiming to match the demand in the German healthcare sector with qualified personnel from overseas.

The collaboration between the German Federal Employment Agency and GIZ ensures the selection and placement of skilled nurses from partner countries, with a particular emphasis on India. The program operates under an agreement between the German Federal Employment Agency and Norka Roots, a registered Government company in Kerala, focusing on the selection and placement of nursing professionals.

Nurses from Kerala, India, undergo comprehensive language and technical training to prepare for their roles in Germany. The program also offers support in the initial stages of their lives and careers in Germany. Upon arrival, nurses work towards the official recognition of their qualifications within a 12-month period.

The Triple Win approach adopted by Germany ensures benefits for all parties involved—the country of origin, the host country (Germany), and the individual migrants. In Germany, nurses from Kerala not only find employment opportunities but also avenues for professional and personal growth. The program guarantees equitable working conditions and uniform remuneration, and the collaboration with partner countries ensures a sustainable and fair process.

The selection and placement responsibilities on the German side are managed by ZAV of BA, while in Kerala, Norka Roots oversees the process. GIZ provides crucial support for the Indian partner administration, including assistance with professional and language skills preparation and integration in Germany.

The application process in Kerala involves recruitment interviews, language courses, professional nursing orientation, and the preparation of recognition documents. Post-arrival, GIZ continues to provide support and monitors the integration of Triple Win candidates through an integration advisor. In case of challenges, both the nurses and employers can seek counseling and referral services from GIZ and ZAV.

Applicants need to fulfill specific criteria, including graduation from an accredited nursing education institution in India, a legal age of 18 years, and proof of a German language level of at least B1 at the time of visa application. The residence permit is initially valid for one year and can transition into a permanent resident permit after successful completion of the recognition process and B2 exam in Germany.

Family reunification is possible, subject to fulfilling essential conditions such as adequate income and suitable housing. The program covers placement, language and technical training, and integration support without any cost to the applicants. Medical examinations and measles vaccinations are covered by the Triple Win program before departure.
