A parliamentary delegation led by Rajya Sabha Deputy Chairman Harivansh has embarked on a journey to Uganda to participate in the 27th Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC). Scheduled to take place in Kampala from January 4-6, this biennial conference brings together leaders from over 30 Commonwealth parliaments to address shared concerns and exchange insights on navigating legislative challenges.
Harivansh, representing India as the presiding officer, will have the privilege of addressing a Special Session focused on “Building Consensus in Parliamentary Business.” Additionally, he will actively engage in all five discussions to articulate India’s perspectives and recommendations, contributing to the collaborative discourse.
The overarching goals of the conference include promoting impartiality and fairness among Speakers and Presiding Officers of Parliaments, enhancing understanding of parliamentary democracy, and fostering the development of parliamentary institutions
As part of the transition, Harivansh will succeed Uganda as the host for the 28th Conference in 2026, to be held in India. Accompanying him are Secretary-General Rajya Sabha PC Mody and other senior officials, signifying the importance of the delegation.
Established in 1969 by Lucien Lamoureux, the Speaker of the House of Commons of Canada, CSPOC operates independently and is not formally affiliated with the Commonwealth Parliamentary Association, the Commonwealth Secretariat, or the Commonwealth Heads of Government. Canada has consistently provided the CSPOC secretariat since its inception, supporting the conference’s activities.
Operating on a two-year cycle, CSPOC conducts a full membership conference every two years, usually in January, and convenes a meeting of the Standing Committee in the intervening year. The overarching goals of the conference include promoting impartiality and fairness among Speakers and Presiding Officers of Parliaments, enhancing understanding of parliamentary democracy, and fostering the development of parliamentary institutions.
