Tips received from the public in 2020 led the agency to identify around 2000 potential cases of fraudulent document usage for obtaining student visas
Canada has intensified its efforts to combat admission fraud, with a particular focus on cases involving Indian students from Punjab who arrived in the country between 2017 and 2020. The Canadian Border Services Agency (CBSA) has been conducting investigations into instances of fraudulent documents allegedly used by these students to obtain study permits.
The investigation was triggered in 2018 when the CBSA was already looking into organized crime groups and discovered issues with students who were not attending school and getting involved in criminal activities and gangs. Tips received from the public in 2020 led the agency to identify around 2000 potential cases of fraudulent document usage for obtaining student visas. Working in collaboration with Immigration, Refugees, and Citizenship Canada (IRCC), the CBSA narrowed down the number of critical cases to approximately 300.
Aaron McCorie, the Vice President of Intelligence and Enforcement at CBSA, emphasized that each case is treated individually based on the facts. Among the 300 cases, there are a mix of genuine students, those allegedly involved in the fraudulent scheme, and others who allegedly exploited the system to enter Canada.

In response to the reports of fake documentation being used to obtain study permits, a task force was formed consisting of officials from both CBSA and IRCC. The task force is dedicated to identifying genuine students by closely assessing the specific circumstances of each case. Those found to be genuine students may be issued a Temporary Resident Permit to continue their stay in Canada, while others will be subjected to due process and applicable protections.
CBSA has previously taken action against unfair practices related to study permits in Canada. For instance, in 2022, the agency uncovered a scheme involving unsubsidized private colleges luring foreign students with promises of a post-graduation work permit (PGWP) for a fee of $25,000, with the primary aim of obtaining permanent residence. This led to 11 colleges being implicated in the fraud.
The ongoing cases of fraud have prompted changes in Canada’s policy towards work permits. From September 1, 2023, institutions seeking to receive international students must be approved by a provincial or territorial government before issuing study permits to foreign nationals.
In light of the situation, Aaron McCorie emphasized that foreign students must have letters of acceptance from recognized post-secondary institutions to qualify for a student permit. Additionally, applicants are required to truthfully answer all questions in their immigration application and are responsible for the accuracy of the information and documentation provided.
