A propagator of the adoption of the Gandhian Principle of Satyagraha, Justice Frank Arthur Seepersad is a Puisine Judge at the Supreme Court of Trinidad and Tobago.
He is the recipient of India’s highest civilian award for the Indian diaspora, ‘The Pravasi Bharatiya Samman’ Award 2023. He came to Indore on the invitation of the Government of India to attend the 17th edition of Pravasi Bharatiya Diwas and receive the award from the Indian President Draupadi Murmu.
Indore, which has the distinction of becoming the ‘cleanest city of India’ for six consecutive times, hosted the Pravasi Bharatiya Diwas in January from January 8 to 10, 2023.
“Justice Frank Arthur Seepersad has been honoured with the Pravasi Bharatiya Samman Award for community Welfare and education. He is a well-known jurist and was appointed as a Judge of the Supreme Court of Trinidad and Tobago in April 2012. He is a respected national Figure, who propagates the adoption of the Gandhian Principle of Satyagraha and recommends Panchayat as an effective dispute resolution mechanism,” the citation released by the Indian Ministry of External Affairs said.

Justice Frank is well regarded for his decisions on citizens’ fundamental rights and emulates the “citizen-focused activism” of the Indian judges. He calls for a constitution which mirrors Indian Constitution’s relevance and reliability. He is also an associate Tutor at the Hugh Wooding Law School.
In his comments to PRAVASI SAMWAD, Justice Frank expressed his sincere gratitude to the Government of India for choosing him for the prestigious Pravasi Bharatiya Samman Award, which according to him, is a true tribute to the Indian diaspora.
He attended Pravasi Bharatiya Diwas event in Indore with wife Camille Ramkalawan Seepersad and daughter.

An academically sound person, Justice Frank is the recipient of the Distinguished Alumni Award from the London School of Economics and from the Southern Assembly of Lawyers for distinguished service and contribution to the Legal Profession.
He graduated at the top of the 1997 LLM Class at the London School of Economics; recognised the Second Most Outstanding Year 1 Student, Hugh Wooding School and was awarded the Administrative Law, Labour Law and Employment Law Prizes at the University of the West Indies.
Professionally, he is regarded as a judge with an extremely high rate of disposition. He conducts, on average, approximately 15 trials a month, efficiently delivers judgements and has no reserved judgments. His court is able to give early trial dates within a 4-month window.
He falls back on India for its rich heritage and culture, the reflection of which is widespread in Trinidad.
