Arrested Chinese woman, living as Nepali monk in Delhi, may be a spy: Police

The woman has been identified as Cai Ruo and is a native of Hainan province in China

New Delhi: Cai Ruo, a Chinese woman native of Hainan province, has been arrested by the  Delhi Police for staying in India under a false identity and allegedly indulging in “anti-national activities”, officials said on Thursday, October 20.

The woman was residing in India as a Nepalese citizen and was detained from Majnu ka Tila in north Delhi, police said.

During investigations, a Nepalese citizenship certificate in the name of Dolma Lama, was recovered from her. However, subsequent inquiries with the Foreigners Regional Registration Office, revealed that she is a Chinese citizen and had travelled to India in 2019, police said.

She had been living in the guise of a Buddhist monk, wearing a traditional deep red monk robe, with a short haircut.

During questioning, the police said she claimed that some leaders in China’s Communist Party wanted to kill her.

She knows three languages – English, Mandarin and Nepali.

On the basis of information that Ruo is involved in “anti-national activities” and presently residing in India as Nepalese citizen, she was taken into custody from Majnu Ka Tila, a Delhi Police statement said.

A case had been registered against her on October 17 under section 120 B (criminal conspiracy), 419 (cheating by impersonation), 420 (cheating and dishonestly inducing delivery of property), 467 (forgery of valuable security) and other relevant section of the Indian Penal Code and Foreigners Act, police said.

Ruo, through her counsel Deepak Tyagi, has moved a petition seeking officials’ permission to speak to her family members in China.

According to the source, the probe agencies will check whether the woman has ties to the Popular Front of India (PFI), since she is involved in anti-national activities.

Her arrest was also reported to the National Investigation Agency and intelligence agencies.

Further investigation is underway, police said.
