Canada to tighten temporary visa rules amid immigration policy revisions

The upcoming changes reflect Canada’s efforts to balance its immigration levels while addressing the growing demand for temporary residency

Canada is preparing to implement stricter regulations for temporary residence visas, with changes expected to take effect before November 1, 2024. Immigration, Refugees, and Citizenship Canada (IRCC) is revising its immigration levels for 2025-27, impacting work permits, study permits, visitor visas, and temporary resident visas.

  • In January 2024, the IRCC processed 606,000 student visa applications, but only 360,000 were approved—a 35% drop

  • Canadian Prime Minister Justin Trudeau acknowledged this decline, emphasizing the government’s commitment to adjusting visa policies for international students

Marc Miller, the head of Canada’s immigration department, confirmed that the draft policy for temporary residency visas will undergo amendments. The new regulations aim to streamline the process and manage the volume of applicants more effectively.

In 2023, Canada approved over 2.5 million applications for temporary residency, making up 6.2% of the total residency approvals. However, under the revised policy, Canada will reduce temporary residency approvals by 5% over the next three years, signaling a shift in its immigration strategy.

This move follows a significant decline in student visa approvals earlier this year.
