Dubai announces leave policy for newly-wed Emiratis

Starting January 2025, UAE nationals working in Dubai’s government sectors can avail 10 working days of paid leave for marriage, with flexible usage options

In a major step towards promoting family values and work-life balance, the Dubai government has introduced a new marriage leave policy exclusively for Emirati employees. As per Decree No. (31) of 2025, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Emirati nationals working in various government, semi-government, and free zone entities across Dubai will be entitled to 10 working days of fully paid leave upon marriage—provided their spouse is also a UAE national, reported timesofindia.indiatimes.com.

Marriage leave is paid, flexible, and valid for one year from date of marriage

The new regulation, which comes into effect from January 1, 2025, aims to support strong Emirati family foundations and align with the UAE’s broader social cohesion goals. To qualify for the leave, the employee must have completed their probation period, and the marriage contract must be certified by a competent UAE authority and dated after December 31, 2024.

  • The leave can be taken either all at once or in separate parts, and must be used within one year of the marriage date. It can also be combined with other forms of leave, as per the employer’s HR policy

  • In the case of military or national service obligations, unused leave can be deferred for up to a year after resuming duty.

Who is covered and how the policy works

The decree applies to UAE nationals employed in:

  • Dubai government departments
  • Judicial authorities
  • Military personnel (excluding candidates)
  • Free zones and special development zones
  • Institutions like the Dubai International Financial Centre (DIFC)

The scope may expand further, pending approval by the Chairman of the Executive Council of Dubai. The Executive Council is also responsible for issuing any further decisions required for implementation.

Employees will receive full pay and benefits during leave

Eligible employees will receive their full gross salary, including allowances and financial benefits. They cannot be recalled to duty during the leave—except in the case of military personnel whose service is required.

If an employee changes departments within the Dubai government, any unused marriage leave will be transferred and remain valid under the new role. In exceptional personal situations, employees can request a deferral of leave beyond the one-year limit, subject to managerial approval.

The policy is effective from January 1, 2025.
