Dubai Residents Must Clear Traffic Fines Before Visa Renewal Under New Pilot Rule

GDRFA-RTA joint initiative ties visa processing to traffic fine settlement; instalment plans now available

Dubai residents will now need to pay off all pending traffic fines before they can renew or issue residency visas, as per a new pilot system introduced by the General Directorate of Residency and Foreigners Affairs (GDRFA) in collaboration with the Roads and Transport Authority (RTA) , reported timesofindia.indiatimes.com.

The system is currently being tested at selected GDRFA service centres, excluding Dubai Airport’s visa processing centre, and is expected to be rolled out more broadly in the near future. The initiative aims to encourage residents to comply with local laws and maintain accountability, rather than serve as a punitive measure.

GDRFA officials confirmed that the system has been structured to be user-friendly, offering flexibility through instalment plans to ease the financial burden. Payment plans are facilitated via Tabby, a digital platform now integrated across RTA’s online services, mobile apps, nol Pay app, and smart kiosks.

Tabby allows residents to divide payments into up to four instalments, covering not just fines but other RTA services like vehicle licence renewals, driving licence applications, and number plate purchases.

Authorities reiterated that the intent is not to penalise but to promote responsible living. Failure to clear fines could result in visa delays or even issues at immigration during departure. GDRFA staff at service centres will assist residents in settling dues and navigating the payment process without disrupting their visa services.

Though similar proposals have been floated in the past—such as in 2014 by the Ministry of Interior—this system stands out for its seamless digital integration, making compliance significantly more convenient than in earlier initiatives.

As broader implementation approaches, residents are urged to routinely check for traffic violations and resolve them early to avoid last-minute visa complications.
