Sri Lanka’s government plans to issue its first digital ID cards by the third quarter of next year, President Anura Kumara Dissanayake announced in his recent budget address
Five Indian technology firms have been shortlisted to participate in Sri Lanka’s Unique Digital Identity (SL-UDI) initiative, officials confirmed.
The shortlisted companies are Infosys Ltd, Tata Consultancy Services (TCS), Protean eGov Technologies, RailTel Corporation of India, and Bharat Electronics Ltd. The firms were pre-qualified by India’s National Institute for Smart Government (NISG) to serve as the Master System Integrator (MSI) for the project.

Their upcoming visit to Sri Lanka will involve technical presentations and discussions with local agencies. The SL-UDI project, supported by a grant from the Government of India, aims to create a secure, unified identity platform for citizens.
The Sri Lankan Ministry of Digital Economy, along with the ICT Agency, is simultaneously selecting a local Managed Service Provider (MSP) to operate the system post-deployment. The MSP is expected to be finalized by the end of 2025, ensuring a smooth transition and knowledge transfer from the Indian integrator.
