The Goa Department of Tourism has issued a clear notice to all hotels and accommodation providers in the state: you must upload tourist and booking information on the Tourism Information and Monitoring Ecosystem (TIME) platform, or face financial penalties.
Kedar A. Naik, Director of Tourism, has emphasised that this step is essential to improve monitoring and enhance visitor services across Goa. According to him, the system will help authorities better understand travel patterns, ensure safety, and support data-driven planning for the future.

Under the new instruction, all hospitality units — including hotels, guesthouses and other paid lodging facilities — are required to enter details of guests and reservations directly into the TIME portal

Failure to comply with this requirement will result in fines. The department has made it clear that the first instance of non-compliance will attract a penalty of ₹10,000. If a hotel or lodging unit continues to ignore the rule, subsequent offences will lead to a higher fine of ₹25,000 for each violation.
This move follows efforts by tourism authorities to modernise record-keeping and align with wider digital governance practices. The TIME platform is designed to centralise tourism data and improve coordination between government and industry stakeholders. By mandating its use, the tourism department aims to reduce gaps in reporting and enhance overall visitor experience in Goa.
Hotel owners and managers have been urged to familiarise themselves with the TIME system as soon as possible and ensure that staff are trained to use it correctly. The department has also offered support to help establishments set up their accounts and comply with the requirements.
