A Virtual Dialogue on India–SICA (Central American Integration System) cooperation was held on June 18, 2025, reaffirming India’s growing commitment to South-South collaboration and strategic regional engagement with Central America.

The Indian delegation was led by  Rajesh Vaishnaw, Additional Secretary, Ministry of External Affairs, while the SICA side was headed by H.E. Mr. Alejandro Solano, Vice Minister of Multilateral Affairs of Costa Rica, which currently holds the Pro-Tempore Presidency of SICA.

Also participating were Ms. Carmen Marroquin, Director of International Cooperation at the SICA Secretariat, along with senior officials and representatives from member countries.

India and SICA explore new avenues for cooperation in health, digital tech, renewable energy and agriculture during virtual diplomatic dialogue.

Highlighting India’s commitment to democratic values, sustainable development, and South-South partnerships,  Vaishnaw noted India’s contributions to the region through development initiatives such as the Indian Technical and Economic Cooperation (ITEC) programme, Quick Impact Projects (QIPs), and the SME grant programme. He also shared India’s achievements in digital public infrastructure, affordable healthcare, renewable energy, and disaster resilience, expressing readiness to collaborate further in these sectors.

SICA representatives expressed appreciation for India’s timely support during the COVID-19 pandemic and other natural disasters. They acknowledged India’s proactive and inclusive approach to cooperation and emphasized the importance of continued political dialogue and regional initiatives.

Both sides identified key sectors for deeper collaboration, including food and nutritional security, healthcare, connectivity, agriculture, digital transformation, energy, and trade and investment. With Costa Rica currently holding the presidency and Panama set to assume leadership later this year, the dialogue sets the stage for greater synergy and partnership between India and the SICA bloc.
