Key accused in ₹88.8 lakh Dubai job scam arrested in Maharashtra

 A 38-year-old man, Jakir Daud Khan, wanted for defrauding Indian job seekers on the pretext of overseas employment in Dubai, has been arrested by the Delhi Police Special Cell from Padgha in Maharashtra, ending a manhunt that lasted over two years. Khan was a key figure in a racket that operated under the banner of Fiza Placement Pvt Ltd, an unregistered job consultancy based in Delhi’s Janakpuri, which scammed victims out of ₹88.8 lakh, reported ndtv.com.

Declared a proclaimed offender in February 2024, Khan allegedly issued fake visas and withheld hundreds of passports, targeting desperate job aspirants across Delhi, Bihar, Uttar Pradesh, and Haryana

 

  • According to Deputy Commissioner of Police (Special Cell) Amit Kaushik, the case came to light in September 2022 after a victim named Dharmendra Kumar filed a complaint with the Economic Offences Wing (EOW), revealing he had been duped of ₹90,000 through a forged Dubai visa, fake air tickets, and passport retention

  • Following this, over 80 complaints surfaced, exposing a large-scale scam that led to the registration of a case on December 15, 2022

 

Investigations uncovered that Khan and his associates—including Arshad, Ram Anmol Thakur, Gulbhar Ali, and Shruti—had been operating without any license or approval from the Ministry of External Affairs, collecting between ₹50,000 to ₹1.2 lakh per individual. Over 59 fake visas were issued, and 364 passports were illegally held. Several accomplices were arrested in late 2022, and co-accused Md Saddam and Md Tasleem were later apprehended.

However, Khan fled to Dubai shortly after the case was filed and managed to remain underground. He returned to India in 2025, but was finally tracked down through financial surveillance and inputs from local informants, leading to his arrest on June 10.

During questioning, Khan revealed he hailed from Aurahi village in Deoria district of Uttar Pradesh, had studied till Class 9, and later moved to Mumbai for work in the handloom industry. He entered the job consultancy business after being duped himself while applying for a Dubai visa in 2015, and joined Fiza Placement in 2021 through a Facebook ad, where he began luring clients and collecting deposits in his personal account.
