Singapore continues to strengthen its position as a global startup hub by offering a dedicated work visa for foreign entrepreneurs known as the EntrePass. Designed for founders who want to set up and actively run businesses in the city-state, the scheme supports Singapore’s aim of attracting innovation-led and technology-driven ventures from around the world.
The EntrePass is managed by Singapore’s Ministry of Manpower (MOM) and is open to entrepreneurs planning to incorporate and operate a business locally. It mainly targets startup founders backed by recognised venture capital firms, innovators with proprietary or advanced technologies, and entrepreneurs supported by government-approved incubators or accelerators. Businesses that rely on passive investment or lack innovation are not eligible, as the focus remains firmly on value creation and growth.

EntrePass holders can also bring immediate family members to Singapore. Spouses and children may qualify for dependent passes, allowing them to live in the country and, in some cases, work or study, subject to MOM’s rules.
Applications are submitted online through MOM’s work pass portal. Applicants must share key documents, including business plans, proof of funding, or endorsement letters from recognised incubators or accelerators. Once approved, pass holders are required to keep MOM informed about major changes such as company updates, address changes, or passport details.
