In a significant move to bolster transnational education and foster knowledge diplomacy, the government of India has announced the official launch of the Centre of Excellence in Information Technology (INCEIT) in Namibia. The partnership campus, a long-planned venture between the two nations, will commence operations on July 31, 2023, welcoming an initial cohort of 125 students.
Unlike previous arrangements, the institution will be managed by the Centre for Development of Advanced Computing (CDAC), India’s technical arm of the Ministry of Electronics and Information Technology, instead of one of India’s renowned ICT specialized higher learning institutions.
The project has been in the works since 2016 and is being financed by the Indian Foreign Affairs ministry, which will also equip the center. This move marks India’s foray into “knowledge diplomacy,” demonstrating its commitment to sharing expertise and fostering intellectual collaboration with other nations.
Arpit Jain, an ICT expert on secondment from CDAC, will oversee the operations of INCEIT. The inaugural event is scheduled to be graced by the presence of Namibian foreign minister Netumbo Nandi-Ndaitwah and her Indian counterpart Subrahmanyam Jaishankar.

India’s presence in the African education landscape is gaining momentum. In addition to the Namibia center, India is establishing two other campuses on the continent in Tanzania and Uganda. Uganda’s campus, which represents a partnership between India’s National Forensic Sciences University and Uganda Defence Forces, is the country’s first state institution to open a campus abroad. Meanwhile, IIT Madras is preparing to launch its foreign campus in Zanzibar, Tanzania, known as “IIT Madras at Zanzibar,” with 50 undergraduate and 20 MSc students.
During a high-level event attended by Minister Jaishankar in July, the agreement was signed with Tanzania, wherein IIT Madras will be responsible for academic programs and curricula, while the government of Tanzania will cover financing and other operating costs.
