In a significant development for Indian professionals and workers, the Government of India has secured major concessions from Oman, allowing companies in the Gulf nation to employ up to 50% Indians in their workforce, a substantial increase from the current 20%. This move is expected to benefit Indian firms operating in Oman, ensuring they can hire Indian talent without relying on workers from Bangladesh or Pakistan.
The decision comes under the framework of the Comprehensive Economic Partnership Agreement (CEPA) between India and Oman. Notably, the CEPA ensures a “standstill” clause, meaning the 50% employment threshold cannot be reduced. Additionally, if Oman extends similar workforce concessions to other South Asian Association for Regional Cooperation (SAARC) nations, India will automatically receive the same benefits.
- While businesses in Oman are required to hire local employees, officials clarified that certain top-level roles have more restrictions, divided into three specific categories of workers
- The focus remains particularly strong on sectors dealing with goods and services, which are key areas of interest for Gulf economies. With an estimated seven lakh Indians already employed in Oman, the community contributes over $2 billion annually in remittances to families back home
The commerce department highlighted that Indian professionals will also benefit from an increased quota for Intra-Corporate Transferees. Under this provision, visas for employees transferred within the same organization can be issued for up to four years. Contractual service suppliers are eligible for similar visa durations, providing longer-term opportunities for skilled workers.
For independent professionals, Oman will issue visas valid for up to 180 days, while business visitors will have a 90-day visa allowance. These measures are designed to streamline the movement of Indian talent to Oman, support Indian businesses in the Gulf, and strengthen bilateral economic ties.
