India grants citizenship to refugee families under CAA in Uttarakhand  

Officials say the system will enable law enforcement agencies to respond quickly during the crucial early stage of cyber fraud investigations and increase the chances of recovering stolen funds

India has granted citizenship to several refugee families from Pakistan and Afghanistan under the provisions of the Citizenship Amendment Act (CAA) during a public programme in the northern state of Uttarakhand.

Union Home Minister Amit Shah presented citizenship certificates to selected beneficiaries during an event in Haridwar that also included the distribution of appointment letters to 2,000 newly recruited police constables.

Officials said a total of 153 refugees living in Uttarakhand have received Indian citizenship under the law. Of these, 147 individuals came from Pakistan and six from Afghanistan.

Many of the beneficiaries belong to religious minority communities who said they migrated to India after facing discrimination or persecution in their countries of origin.

Under the new system, complaints reported through the national cybercrime helpline or online portal can be automatically registered as cases at a state cyber police station and forwarded to the relevant jurisdiction

Some recipients shared personal stories of leaving their homes after experiencing violence or restrictions on religious practice.

The Citizenship Amendment Act, passed by India’s parliament in 2019, provides a path to citizenship for certain minority communities from neighbouring countries who entered India before 2014.

During his address, Shah defended the legislation, describing it as a humanitarian measure aimed at protecting individuals who had sought refuge in India.

He also criticised political opponents who have opposed the law, arguing that the policy ensures security and dignity for persecuted communities.

Apart from the citizenship ceremony, the minister announced several development initiatives in Uttarakhand worth more than ₹1,100 crore.

Shah also launched the e-Zero FIR system, a digital platform designed to strengthen India’s response to financial cybercrime.
