New rules prevent landlords from raising rents for existing and new tenants, easing pressure on expatriate families and businesses
Abu Dhabi has introduced a temporary freeze on rent increases across residential, commercial and industrial properties, providing immediate relief to tenants amid ongoing regional tensions and rising living costs.
The measure was announced by the Abu Dhabi Real Estate Centre (ADREC), which confirmed that all tenancy contract renewals will be processed with a zero per cent rent increase until further notice. The decision takes effect immediately.
Under the new regulations, landlords are prohibited from increasing rents for existing tenants. In addition, properties that become vacant and are leased to new occupants must be offered at the same rental value stated in the previous tenancy agreement.
ADREC said the rental amount recorded in the most recent tenancy contract will remain applicable for both renewed and newly signed agreements during the freeze period.
The move temporarily suspends Abu Dhabi’s existing rental framework, which allows landlords to raise rents by up to five per cent annually, provided sufficient notice is given to tenants
The decision is expected to benefit thousands of expatriate families, including the large Indian community living in the emirate. Housing costs represent a significant portion of household expenditure, and the freeze is likely to provide greater financial certainty for residents renewing leases.
Businesses are also expected to benefit. Companies operating offices, retail outlets and industrial facilities will be able to plan operating expenses more effectively without the risk of higher rental costs.
The announcement comes as Abu Dhabi’s property market continues to experience strong demand from residents and investors. Industry observers believe the measure could help curb rental inflation and reduce disputes between landlords and tenants.
The rent freeze forms part of a broader package of support measures introduced by authorities following heightened regional instability earlier this year. Previous initiatives included assistance for travellers affected by flight disruptions, with accommodation support provided for stranded visitors.
Officials have not indicated when the temporary rent controls will be lifted, leaving the policy in place until further notice.
