The move is seen as a significant step in India’s ongoing efforts to counter extremist networks abroad and ensure accountability for terrorism-related offenses
India will seek the extradition of Arsh Dalla, the de-facto chief of the Khalistan Tiger Force, following his recent arrest in Canada, the Ministry of External Affairs (MEA) announced on November 14, 2024. Dalla, a designated terrorist in India, was detained in connection with a shooting in Milton, Canada, last month, indianewsnetwork reported.
The MEA Spokesperson, Randhir Jaiswal, confirmed the arrest, citing media reports circulating since November 10, which noted that Dalla’s case is scheduled for hearing in an Ontario court. “Canadian print and visual media have widely reported on the arrest,” Jaiswal stated.

In light of Dalla’s recent arrest, Indian authorities are preparing to submit an extradition request
-
“Given Arsh Dalla’s extensive criminal record in India and continued involvement in unlawful activities in Canada, it is expected that he will be extradited or deported to face justice in India.”
— Randhir Jaiswal, MEA Spokesperson
Dalla faces over 50 criminal charges in India, including murder, attempted murder, extortion, and acts of terrorism such as terror financing. In 2022, a Red Corner Notice was issued against him, and he was formally designated a terrorist in 2023.
India’s efforts to apprehend Dalla date back to January 2023 when it requested Canada, under the Mutual Legal Assistance Treaty (MLAT), to verify his suspected residence, financial dealings in India, properties, and associated mobile numbers. Despite submitting comprehensive details and follow-up replies by March 2024, Canada’s Department of Justice initially declined a provisional arrest request from India in July 2023.
