India updates citizenship rules with digital OCI system and stricter passport norms for minors

India’s Union Home Ministry has introduced new citizenship rules aimed at simplifying processes while tightening regulations for young passport holders. The updated Citizenship (Amendment) Rules, 2026, bring in a more digital approach and clearer guidelines for Overseas Citizen of India (OCI) status.

A key change is the launch of electronic OCI (e-OCI) cards. Applicants can now complete the entire process online, replacing the earlier system that required both digital and physical paperwork. Officials say this shift will reduce delays, cut down on duplicate submissions, and make the system easier to manage. Physical OCI cards will still be issued, but the move signals a broader transition towards paperless documentation for overseas Indians.

  • The new framework also introduces mandatory digital records and online acknowledgements, making the process more transparent

  • Applicants must agree to share biometric data, which could be used in the future for faster immigration clearance and possible automatic enrolment in special travel programmes

Another important update concerns minors. Under the revised rules, children holding Indian passports are no longer allowed to possess passports from other countries at the same time. This measure is intended to remove ambiguity around dual nationality and ensure clearer compliance with Indian law.

Officials say the changes also bring greater clarity to procedures such as registration, renunciation, and cancellation of OCI status. Some of these practices were already being followed but had not been formally written into the rules until now.
