However, 2025 has brought a noticeable shift — Indian study permit applicants are facing tighter scrutiny and deeper verification of their documents.
The trend stems from a growing need to safeguard the integrity of Canada’s international education system. Over the past few years, immigration authorities have uncovered cases involving fraudulent admission letters and unauthorized agents misleading students. Some Indian applicants, often unaware of these irregularities, later faced severe consequences when their study permits were rejected or revoked.

To prevent such cases and protect genuine students, the Canadian government has strengthened document verification procedures. Every application is now being checked more rigorously to confirm the authenticity of admission offers, financial records, and intent to study. The goal is not to restrict Indian students, but to ensure that those arriving in Canada are doing so through transparent and legitimate means.
Recent data reflects this shift. In August 2023, over 19,000 Indian applications were filed, with an approval rate of around 68%. By August 2025, applications had dropped to under 4,000, and the approval rate declined to about 26%. While these figures may seem concerning, the overall approval rate for all international students remains steady at around 60%. The primary difference lies in the stricter review process rather than a change in Canada’s openness to international talent.
For Indian applicants, the path forward lies in careful and honest preparation. Using only authorized study advisors, verifying letters of acceptance directly with institutions, and providing clear financial documentation are essential. A genuine and well-written study plan that outlines academic and career goals also adds strength to the application.
