Under the guidance of Union Minister of Women and Child Development: Smriti Zubin Irani, “Bal Swaraj (COVID-Care link)” has been developed by National Commission for Protection of Child Rights (NCPCR). This online tracking portal is for taking care of children affected by COVID-19, who are in need of care and protection. The commission defines child as a person up to the age of 18 years.
Across cities, stories of children orphaned, some even abandoned, kept flowing in. They are those who have lost family support or have lost all means of survival or subsistence. It has been stressed upon that for the care and protection under Section 2(14) of the Juvenile Justice Act, 2015, all procedures given under the Act for such children must be followed. Ensuring their well-being and best interest has been stated to be of utmost importance. To facilitate uploading of the data of such children, the portal has provided the “COVID-Care” link for the concerned officer or department.
To be used to track children who have lost both their parents during COVID-19, the portal is currently tracking and monitoring children who need care and protection in real-time, digitally.

The portal also undertakes formal investigation where concern has been expressed either by children themselves or by some concerned person on their behalf.
Over and above all, it promotes, respects and has serious consideration for the views of children and ensures the same is taken care of in all Government departments and organisations dealing with children.
