The Second India-Rwanda FOC not only reinforced the existing framework for collaboration but also paved the way for exploring new frontiers in their bilateral relationship
The Second India-Rwanda Foreign Office Consultations (FOC) took place in New Delhi on December 5, 2024, marking another significant milestone in the strategic partnership between the two nations.
The Indian delegation was headed by Mayank Singh, Joint Secretary (East & Southern Africa), Ministry of External Affairs, while the Rwandan team was led by Virgile Rwanyagatare, Director General (Asia, Pacific, and Middle East Affairs), Ministry of Foreign Affairs and International Cooperation, Government of Rwanda.
Comprehensive Review of Bilateral Relations
This round of consultations served as a follow-up to the inaugural FOC held in Kigali on May 3, 2018. Both delegations undertook a detailed review of progress across a broad spectrum of shared interests, including:
- Political and Economic Engagements: Discussions on trade, investment, and defense partnerships underscored the mutual commitment to economic growth and regional stability.
- Sectoral Collaborations: Topics such as energy, agriculture, health, and education remained pivotal, with a special focus on utilizing digital platforms and Lines of Credit for capacity building.
- Emerging Areas of Cooperation: New opportunities in space exploration, critical and emerging technologies, cybersecurity, and mining were explored to deepen bilateral ties further.
- Cultural and Youth Exchanges: Promoting people-to-people contacts and fostering cultural ties were emphasized to strengthen societal bonds.
By aligning strategies across diverse sectors and strengthening their positions on global platforms, India and Rwanda are poised to further their shared goals of development and cooperation
Strategic Partnership and Multilateral Cooperation
India reiterated its dedication to supporting Rwanda in all dimensions of their growing strategic partnership. Both nations also exchanged views on regional and global issues of mutual interest, including collaborative efforts at the United Nations and other international platforms.
The consultations highlighted the potential for mutual growth and the shared vision of a resilient, innovative, and cooperative future.
