The initiative is part of the Goa government’s wider effort to modernise public services through technology and improve access to information for citizens
-
If implemented successfully, it could become a model for other states dealing with large volumes of paper records
The Goa government is planning to use artificial intelligence (AI) and machine learning (ML) to digitise lakhs of old records lying across various departments. Many of these documents are written in Konkani, Marathi, Portuguese and English, making the process of sorting and searching through them more difficult.
To speed up the work, the state wants to reduce its dependence on manual data entry operators and shift towards an automated system. The move is expected to help create a central digital archive of government files that can be easily searched and accessed by both officials and citizens.

The Information Technology Corporation of Goa (ITG) has started looking for a startup that can provide AI-based solutions to government departments
-
The proposed system will work on an “AI-as-a-Service” model
-
This means departments will be able to use a shared cloud-based AI platform instead of buying separate software or hiring dedicated teams
Officials said the aim is to save time, lower costs and improve efficiency in handling government records. According to them, several departments currently face delays because of slow manual data entry processes and difficulties in retrieving information from old files.
The AI system is expected to help extract data from scanned documents, organise records and make them searchable within minutes. It could also help preserve historical records that may otherwise get damaged over time.
