Canada May Need 15 million Workers Over Next Decade, Says Indian Envoy

Projected labour shortages could create opportunities for skilled Indian professionals, although employment prospects will depend on sector-specific demand and immigration policies

Canada could require around 15 million workers over the next decade, according to an Indian diplomatic representative, highlighting the country’s anticipated workforce needs and the potential importance of international talent in filling employment gaps.

The projection is significant for Indian professionals considering overseas employment, particularly as Canada continues to face demographic pressures and changing labour-market requirements. However, the scale of the anticipated demand does not necessarily mean that all vacancies will be open to overseas applicants or that immigration rules will be relaxed.

For Indian jobseekers, opportunities will depend on the occupations in demand, the qualifications employers require and the eligibility criteria under Canada’s work permit and permanent residence programmes.

Canada has traditionally attracted Indian professionals, students and skilled workers across a range of sectors. Its labour-market requirements are shaped by factors including an ageing population, retirements, economic growth and the need to replace workers leaving the workforce.

  • The projected requirement also underlines the importance of matching overseas recruitment with the skills employers need

  • Candidates with recognised qualifications, relevant experience and strong language skills may be better placed to compete for suitable positions, subject to professional licensing requirements where applicable

At the same time, prospective migrants need to distinguish between Canada’s long-term workforce requirements and immediate job vacancies. Labour demand varies by province, occupation and economic conditions, while immigration targets and programme eligibility can change.

Indian applicants should therefore check official Canadian government announcements and employer requirements before making financial commitments or applying through recruitment intermediaries.

The projection points to the potential for continued India-Canada workforce links over the coming years. Turning that potential into employment opportunities will depend on how effectively employers recruit for genuine shortages and how Canada’s immigration system responds to changing labour-market needs.

The estimate is based on an investment-to-employment calculation rather than an official Canadian immigration target. Patnaik said that every $1 billion invested could generate between 10,000 and 15,000 jobs, including direct and indirect employment. Applying that ratio to a proposed $1 trillion investment programme produces the potential figure of 15 million jobs.

The projection comes amid renewed efforts by India and Canada to strengthen economic ties. Both countries are pursuing a trade agreement, with negotiations aimed at concluding a pact by the end of 2026.
