US pauses green card lottery amid visa scrutiny

  • Signals for Indian students and professionals

  • Rather than abandoning US ambitions, many Indians are treating them as part of a broader global opportunity set—where skills, credibility and flexibility matter more than reliance on any single visa route

The United States has suspended the Diversity Visa (DV) Lottery—commonly known as the green card lottery—in a move that reflects growing scrutiny of immigration pathways and heightened political sensitivity around national security. While Indian citizens have been ineligible for this programme for years, the pause carries broader implications for students and professionals planning long-term careers in the US.

The DV Lottery was designed to diversify US immigration by offering up to 50,000 permanent resident visas annually through a random selection process. Applicants from countries with historically low migration to the US could qualify, subject to education, work experience and background checks. The programme’s suspension has left millions of recent applicants globally in uncertainty, with no clear timeline for its resumption.

The decision comes amid a wider tightening of immigration policy, including intensified scrutiny of the H-1B work visa system and pauses or slowdowns across other legal immigration routes. US authorities cited national security concerns while announcing the suspension, underscoring how swiftly policy can change in response to unfolding events.

For Indians, the immediate impact is indirect. India has long been excluded from the DV Lottery due to high levels of migration to the US. However, the move reinforces a larger message: even established immigration pathways are not immune to abrupt policy shifts. For Indian students and skilled professionals already navigating an unpredictable H-1B environment, this adds another layer of complexity to long-term planning.

  • Experts say the development highlights the need for flexibility. Saurabh Arora, Founder and CEO of University Living, notes that sudden pauses in immigration programmes create uncertainty for those who had factored them into future plans

  • More broadly, it demonstrates that no single country or visa category should be treated as a guaranteed outcome

For aspirants, the focus is increasingly on adaptability. Staying informed through reliable sources, understanding the difference between short-term policy reactions and long-term trends, and building multiple career options are becoming essential strategies. Many students are also reassessing alternatives, with countries such as the UK, Australia and parts of Europe offering comparatively clearer post-study work pathways.

Despite the challenges, the US continues to attract Indian talent, particularly in technology, research and advanced education. However, the combination of H-1B pressures, enhanced vetting and the green card lottery suspension means decisions now require deeper planning.
