Indian Students in Canada Intensify Protest Over Post-Graduation Work Permit Rejections

Hundreds of international graduates in Calgary challenge permit denials, saying they enrolled before eligibility rules were clarified

Hundreds of international students, many of them Indians, are protesting in Calgary after their applications for Canada’s Post-Graduation Work Permit (PGWP) were rejected, leaving them uncertain about their ability to remain and work in the country.

The dispute largely involves graduates of a business management diploma programme offered by Portage College in partnership with the Canadian Institute of Osteopathic Therapy in Calgary. Reports suggest around 1,500 graduates could be affected.

Students say they enrolled before changes to PGWP eligibility took effect in May 2024 and believed their programme would qualify them for a work permit after graduation. Some say they spent about C$32,000 on tuition over two years, apart from accommodation and other living expenses.

Portage College has said decisions on PGWP applications are made solely by Immigration, Refugees and Citizenship Canada (IRCC). It has advised affected graduates to seek guidance from authorised immigration lawyers or regulated consultants. The institution has also clarified that earlier communication about PGWP eligibility meant students were eligible to apply, rather than guaranteed approval.

The dispute has also drawn political attention. Alberta Premier Danielle Smith said international students whose visas have expired and who do not have valid work permits or permanent residency would be required to leave Canada.

The controversy highlights the uncertainty facing international graduates as Canada tightens its student and immigration policies, particularly for those who made significant financial commitments based on expectations of post-study employment.
